The Urban Administration and Development Department (UADD) of the Government of
Madhya Pradesh will be the Executing Agency (EA) of the Project and will be responsible
for: |
- Overall strategic guidance.
- Technical supervision.
- Execution of the Project.
- Ensuring compliance with the loan covenants.
|
A state-level Empowered Committee (EC)
has been set up with full powers to decide on matters related to the Project. The
EC consists of:
|
- Chief Secretary (chair person).
-
Principal Secretary, Finance Department.
-
Principal Secretary, UADD.
- Principal Secretary, Public Health and Engineering
Department.
-
Commissioner, UADD.
-
Project Director, as member secretary.

Other relevant officials may be invited as necessary.
The EC will meet regularly (at least once every 3 months) to review project performance
and decide on major issues, such as counterpart funding, implementation bottlenecks,
land disputes, special procurement, policy reforms, etc. |
City Steering Committee in each project city
have been formed to monitor and guide the performance of PIU. The committee consists
of : |
- Divisional Commissioner
- Mayor
- Collector
- Commissioner, Municipal Corporation
- Leader of opposition, Municipal Corporation
- Project Director or his representative
- Representative from Pollution Board
- Representative from Chamber of Commerce
- A women actively involved in Social Work of the City, to be nominated by the Chairman in the committee.

The committee will meet regularly (atleast once every 3 months).
|
UADD has set up a state-level PMU, headed by a full-time Project Director an IAS officer, reporting to the Principal Secretary / Secretary of the UADD. Two Deputy Directors are assisting the Project Director, one responsible for management and implementation of the water supply and environmental services, and the other to oversee and guide the capacity building and community Participation components. The PMU has been staffed with senior technical, financial, social, capacity building/governance and procurement officers to manage all technical, procurement and loan account administration. The PMU is assisted by consultants with expertise in engineering, finance and accounting, social and gender development, institutional development, community development, procurement, finance, resettlement and urban planning.
